I believe the saying has strong implications and utility in deterministic situations. E.g. if I hit my head on a wall last week and it hurt, it will probably hurt if hit my head on a wall today. I am sure there is a certain element of judgement expected of the reader in applying the saying to life, but it serves as a reminder to examine our past behaviors in light of their results, and adjust accordingly. this seems like a word play to me. meaning of both first sentences seems intuitively obvious to me. in regards to speeding, title sais if you didn't get a ticket so far, you won't get it in the future. there is nothing within the statement that implies you might get caught. on the contrary. the previous analysis tries to get into account the global statistics of 'often' getting caught after a number of violations, but it has nothing to do with individual occurrences. Exactly, the fact that you use the work 'often' implies that there is a consistency there. If you always speed then you will get away with it and it is possible you will get caught.
