Is whaling necessary for some nations?

90% of big fish in the ocean disappeared since the mid of twentieth century due to human hunting and environmental pollution. Over hundred million sharks are killed each year. Some whale species are one of the most endangered species in the world.

Not only whaling should be curbed, but also a large scale commercial fishing of any big sea animals, both mammals and fish. [1][2] It would be necessary if a nation couldn't obtain alternative foods. Since in the modern world food is available (only not transported and distributed to all places where it is needed), whaling is not necessary. Those who have technology for industrial whaling (which is endangering these species) also have money for importing other foods. Those who don't have this technology neither can endanger the species. Is whaling necessary for some nations?
