What is a visionary role for government?

Essentially, the definition of government is the governing body of a nation or state. Governing in that respect is to control the actions and or behaviour of something, or to exercise CORRECT influence on a community. When we look at it in its immediate definition, most governments fail the criteria. A visionary role - role being its purpose. Probably one which is for the people - we have way too many people in power who are trained to manipulate and act. We need real problem-solvers.

Does the government mean the same thing if most citizens participate in virtual reality, the internet, or global organizations? One question is, how intellectual should the government be? Should this role be obvious or instead subversive?What is a visionary role for government?
