Society norms based on the opposite gender touching you

My first thought would be: "wow, human contact, how nice" but if they are doing it all the time I might question the reason but I also might welcome the warmth and affection. Kind of depends on how it comes across. I think we have a really have way too little affection for other humans and it is not politically correct to touch people anymore. Is it normal for a person of the opposite sex to be touchy with you? (E.g hanging their arms around your neck, constantly touching you.)
